mods

i have a 2022 LT1 and wanting to start adding performance mods
i can only get 91 octane in my area so what can be added to get the most gains with 91 oct.

Almost anything. 91 Octane will support about 800whp or thereabouts. There's also Torco if you need more safety margin and E isn't available. You'll want to narrow down what you want to do to your car a bit. Mild, FBO, wild?

fbo to wild is what i like to do at some point. just not sure what mod to start with

The only mods that don't really require tuning will be exhaust related. Such as secondary cat delete, and/or muffler.

Building a car in onesie-twosie fasion isn't efficient. You want to plan your build via budget and/or time. Such as, say you have a $5,000 budget this year, but next year you want to go all out. Plan for what you can do with a $5,000 budget that will be fun and hold you over for the year, but also compliment your build when you go big next year. Or, say you want FBO for about 5 years, and then you want to see what the market is like, if you want to keep the car, ect. Then go big or slip into a ZL1.

If you're wanting to do FBO, what is your goal for Wild? Boost or big cube max effort NA? Spray?

Also, just FYI, shops like GPI/Jannetty/BTR can help you find direction in these things, since it's pretty much what they do all day. Most of 'em will give ya advice even if you aren't having them do the work.

E85 is the biggest no brainer. Great for NA bolt on cars and even better if you decide to go forced induction down the road. Looks like Oklahoma has plenty of E85 stations too:

closest station from me with E85 is about 70+ miles

It's not a requirement for any built, but IMO I don't think it hurts to have the E kit installed and turned on. That way if you do get some E, your tune will take advantage of it. I don't have E readily available near me, but I'll be running the DSX Flex kit. Who knows, for as much as I drive my car, maybe that will be my ritual. Drive to the nearest E85 pump, mix fuel, have fun, drive home.
