A couple of mine fell out as well, must be my 1.4X 60' and your 1.3X 60'...I thought since I've beefed up the entire rear end I had no more weak links.. I wasn't paying $9 each for OEM replacements either...... got nuts, bolts, and lock-washers for much less.

Every clip on my 6,000 mile car was loose up front, so yes they can work free without hitting anything.

Heres a thought, you can make a new L shaped bracket and glue it to the rear of the bumper for a few bucks and being patient to let it dry before you attempt to affix it to the strip. Go buy some thin (3/16-1/4) aluminum or stainless steel strips at a local hardware store 3 inch long and 1inch wide .drill your hole it it , put it in a vise and drill your hole in it on one side.Bend it to the appropriate angle and glue it to the rear of the bumper. support it from underneath and use duck tape while the glue dries for 24 hours. bolt it after it dries.
